About the Block Card Collection The Block Card Collection was originally created by the Lucas County Auditor's Office to have a visual record of properties in the county for tax assessment purposes. This collection begins about 1937, as a project of the Works Projects Administration (WPA), and was continued until about 1965. Unfortunately, because these photographs were collected for tax assessment, if a building was demolished before 1970, the photograph was usually discarded.
